The responsibility for ensuring binding rules cannot fall solely on manufacturing companies and brands. The financial system – banks, investment funds, insurance companies – also has a direct role to play, because it often continues to finance companies and supply chains that violate social and environmental rights. If those who provide capital do not make specific commitments, supply chain rules risk remaining ineffective.
For this reason, we believe that mandatory due diligence must also include financiers and investors. In practice, this means that:
- They must have clear and public policies, with precise criteria on who they can finance and under what conditions (not generic statements of principle).
- These policies must be verified by independent bodies, as is the case in some high-risk sectors, such as the arms industry.
- Transparent data must be made available on the application of these criteria and on any exclusions or suspensions of financing.
Only in this way can due diligence become a concrete lever for preventing and repairing damage, rather than a formal requirement.
