Participativni proces je niz participativnih aktivnosti (npr. prvo popunjavanje ankete, zatim davanje prijedloga, raspravljanje o njima licem u lice ili virtualnim sastancima, i na kraju određivanje prioriteta) s ciljem definiranja i donošenja odluke o određenoj temi.
Primjeri participativnih procesa su: proces izbora članova odbora (gdje se kandidature prvo predstavljaju, zatim raspravljaju i na kraju se bira kandidatura), participativni budžeti (gdje se prijedlozi prave, ekonomski vrednuju i glasaju o njima sa raspoloživim novcem), proces strateškog planiranja, zajednička izrada propisa ili norme, dizajn urbanog prostora ili izrada plana javne politike.
