How can this part of the manifest include marginalized groups better which lack representation in most unions?

This is based on a participants' comment to the prompt text during the German Clean Clothes Campaign meeting in Leipzig in 2025. I rephrased it into a question/discussion topic and extended the argument.
Much of work in the fashion industry happens in the informal sector and/or in very small production facilities. Also, not everyone is represented equally in unions. How can this be accounted for in the text as well as in just transition processes we envision?
