En deltagandeprocess är en sekvens av deltagandebaserade aktiviteter (t.ex. att först fylla i en enkät, sedan lägga fram förslag, diskutera dem i personliga eller virtuella möten och slutligen prioritera dem) i syfte att definiera och fatta ett beslut om ett specifikt ämne.
Exempel på deltagandeprocesser är: en process för val av kommittémedlemmar (där kandidaturer först presenteras, sedan debatteras och slutligen en kandidatur väljs), deltagande budgetar (där förslag görs, värderas ekonomiskt och röstas om med de tillgängliga pengarna), en strategisk planeringsprocess, gemensam utarbetande av en förordning eller norm, utformning av ett stadsrum eller produktion av en offentlig politisk plan.
